Senior Vice President

Ms. Lopez brings over 20 years of public finance experience to BV. She was founder of A. Lopez & Associates LLC, Principal of Vogel Lopez & Associates, Inc. and Vice President of KNN Public Finance. Ms. Lopez received an MBA degree from the Haas School of Business at UC Berkeley and a B.A. degree from San Francisco State University, Summa Cum Laude and Phi Beta Kappa.


Senior Vice President

William Crabbe has over 30 years of experience in municipal sales and trading, covering major institutions. He has held Senior Vice President or Partner positions at several firms including Kidder Peabody, Dillon Read, Everen Securities, Southwest Securities and others. Mr. Crabbe holds a Bachelor of Science degree in Economics from University of Tampa and holds both Series 7 and 63 securities licenses.


Senior Vice President

Mr. DeBonte has over 28 years of experience in retail, institutional and asset management trading. Prior to joining Blaylock Van, LLC, Mr. DeBonte traded at Kidder Peabody, JP Morgan and Raymond James. He was also a Managing Director in charge of trading an underwriting at First Chicago/BancOne, and a co-founder of one of the first municipal bond hedge funds. He is a graduate of Washington and Lee University with an honors degree in Economics/Finance.


Senior Vice President – Municipal Sales and Trading

Mr. Engles has over 25 years experience in fixed income specializing in municipal finance.  Prior to joining Blaylock Van, Mr. Engles was Vice President of Municipal Finance at Fidelity Capital Markets.  He has help senior positions at several major financial institutions including Ramirez & Co., DLJ, Kidder Peabody and JP Morgan.  Mr. Engles is a Chartered Financial Analyst (CFA) and earned an MBA from the Wharton School .  He is a graduate of the University of Pennsylvania.


Senior Vice President, Public Finance

Mr. Griffiths joined Blaylock Van’s Public Finance Department in October 2014 and is responsible for client development, relationship management and transaction oversight with a focus on 501(c)3 entities.  Mr. Griffiths’ transaction experience includes serving as investment banker on offerings initiated by such diverse entities as the Academy of the Sacred Heart (Bloomfield Hills), Green Mountain College, D’Youville College, Marian University, Concordia University, Ashland University, the Archdiocese of Detroit, Vermont Public Power Supply Authority, Central Vermont Public Service Company and Green Mountain Power.  In addition to his involvement with not-for-profit entities, Mr. Griffiths has extensive experience with large municipal/governmental borrowers throughout the Northeast.

Prior to joining Blaylock, Mr. Griffiths was a Managing Director in the Public Finance Department at Stifel.  Prior to joining Stifel, Mr. Griffiths was an Director in the Public Finance Department at KeyBanc Capital Markets which is the broker dealer subsidiary of Key Bank NA.  Mr. Griffiths received a Bachelor of Arts Degree from Denison University and maintains Series 53, 7 and 63 registrations.


Senior Vice President, Public Finance

Mr. Matlock has more than 30 years of Public Finance Investment Banking and Public Sector Fixed Income Portfolio Management experience. He has served as Managing Director at CastleOak Securities, LLC. He was Public Finance Managing Director at SBK-Brooks Investment Corp and Director of Investments and Debt Management for the State Treasurer of Ohio. He served as Senior Treasury and Investments Officer for the Office of the Treasurer at Ohio State University, and Vice President & Senior Trust Officer in the Municipal & Institutional Trust area for two major Ohio banks.

He holds a BBA in Accounting & Financial Management from Cleveland State University. He has completed graduate coursework at the Canon Financial Institute at University of North Carolina at Charlotte. Mr. Matlock holds the Series 7 & Series 63 licenses.


Senior Vice President, Sales and Trading

Ed Moore has over 30 years’ experience in Institutional sales of municipal bonds, corporate bonds and equities. He has held senior level positions with Chapdelaine & Co., M.R. Beal & Co., Lebenthal & Co., and CastleOak Securities. He is a graduate of Manhattan College, having earned a BBA in Accounting, with a Minor in Economics. He holds Series 7, 53, 63 licenses.


Senior Vice President – Lead Municipal Underwriter

Mr. Palmieri has over 25 years experience with sales and trading of municipal bonds. Prior to joining BV, he was with Webster Bank in institutional sales servicing mutual funds, money managers and trust departments. Mr. Palmieri graduated from Bernard M. Baruch College, City University of New York, where he earned a BBA in Finance and Investments.

Mr. Pierre joined Blaylock Van’s Public Finance Department in 2014 and is responsible for client development, relationship management and transaction oversight with a focus on Midwest clients.  Previously, Mr. Pierre served as Senior Vice President at M.R. Beal & Company.   Mr. Pierre also served as a Banker at  Seibert Brandford Shank where he assisted the City of Chicago, the Chicago Board of Education, Chicago Transit Authority, Cook County, Milwaukee and the States of Illinois, Wisconsin, Ohio and Indiana.  Mr. Pierre has an additional seven years of experience working in the Health Care Finance Groups at UBS and Citi.

At Blaylock Van, Mr. Pierre provides account coverage, including credit, quantitative and document analysis, as well as, investment banking services. He has knowledge of, and experience with, debt products and bond/credit structures available in the marketplace.  Mr. Pierre holds a Master’s Degree from the University of Pennsylvania and Bachelor of Arts Degree in Economics from the College of the Holy Cross.


Senior Vice President, Public Finance

Mr. Womack joined Blaylock Van in April 2017 from Roosevelt & Cross where he was a Senior Vice President in Public Finance, where he was responsible primarily for serving major issuers in the Northeast, including the City of New York, New York State and its major authorities, the State of Connecticut, the Commonwealth of Massachusetts, the City of New York, the Metropolitan Transportation Authority and the District of Columbia. He has more than 35 years experience in public finance, serving as senior manager for issues totaling nearly $8 billion in aggregate par value. His transaction experience includes general obligation bonds, essential service utility revenue bonds, housing and private activity bonds for not-for-profit and for-profit obligors.

Prior to joining Roosevelt & Cross, he was a Managing Director and Director of the Northeast Region at Rice Financial Products Company. Before joining Rice, he was a Director in the Infrastructure Group at Citigroup. Mr. Womack is a graduate of Yale University and earned an M.B.A. from the Tuck School of Business Administration at Dartmouth College. He is a member of the Municipal Analysts Group of New York and the National Federation of Municipal Analysts. He maintains Series 7, 52, 53 and 63 registrations.


Support Banker, Associate

Will Howarth provides analytical and transactional support to the BV municipal team. Mr. Howarth began his career with Bloomberg LP as an analyst in the fixed income group. He is currently serving as a support banker where his role includes quantitative analysis, as well as creating marketing materials for current municipal clients and potential issuers. He graduated from Rutgers University Business School in New Brunswick with a Bachelor of Science degree in Finance. Mr. Howarth holds a FINRA Municipal Securities Representative (Series 52) registration.
